That will only happen if Atlas get a government cash injection since it can't generate its own free cash. At these iron ore prices the government can see the best thing to do is leave it in the ground for someone who can turn a profit (BHP, RIO), not AGO who have suffered a defacto debt default.
For the government to intervene in a company that will soon be foreign owned would be unusual. More likely for the government to take the tenements back and wait until the market improves.
