What it means is that there are low buy bids however the sells are selling to the market which is the low bid. When a stock is rising it works the other wAy. Lots of buyers buying to the market of a sell. You don't have to line up to buy or sell. I don't know how to put this any more simpler but I often don't line up to buy or sell just hit the market
