I suspect it would be no different anywhere else in the world if their equity market had been opened up to margin lending/shorting/derivatives etc for the first time.
What I mean is that it takes years for markets to run efficiently once liberalisation kicks in. Like a child learning to walk, so to speak. I suspect the authorities, quite rightly, have said to the 5% plus holders, "well, you guys took full advantage of the equity market to raise funds, and through listing, increase the value of your own shareholding, so you can also set an example by not being the first out of the gate to sell".
