Of course Portland would not be a new industrial hub as such, it already has plenty.

Pacific Hydro is one of the industries already established in Portland.  CWE has a loose connection by way of two of their directors, Mike Fitzpatrick and Jeff Harding.

Those two have have the runs on the board when it comes to growing a renewable energy business.

Perhaps they have one more in them

"When Fitzpatrick was still running Hastings Funds, it backed Pacific Hydro, which Harding took over running when it was worth $5 million and then presided over its sale for $750 million in 2005."
