If this is good news re. signing (plus other stuff if we're lucky to have that now), which I believe it is (just the signing that is), I don't think Piyush Goyal will be there as he's at a Global Business Summit held by the West Bengal state (runs from Jan 8-9, and it's not that global). Unless we sign Sunday or Monday that is, then it's very possible having the energy minister there to witness the signing of the TPA that will allow for his nation to undertake significant upgrading of their current and new coal plants, ensuring longer term self-sufficiency.
