Merkel is carrying out the will of the Elite.
In this case I think they need a major diversion from the faltering economy, and what's better than some religious/racial fighting between the locals and imported Islamic morons.
That way the imports can be blamed for everything, the peasants can fight it out while the Elite are left alone to their endless plundering of countries.
