It seems the two motions were first moved in the Council meeting on 21 December 2015, where the required reading speeches occurred.  It was then carried that the motions be advertised as required and the date of the meeting (4 Jan) be set.  Either for some reason this doesn't apply to MMJ (although I'm struggling to see how) or they have dropped the ball massively.

It was moved and seconded:
That Council give first three readings to “Inter-Community Business Licence Amendment Bylaw No 3081.01, 2015” - a bylaw to add "marijuana related business" to the list of excluded businesses under the Inter-Community Business Licence scheme.
And That the bylaw amendment be advertised pursuant to Section 59 of the Community Charter.

It was moved and seconded:
That Council give first and second reading to Bylaw No. 3150, 2015 - a bylaw to amend Zoning Bylaw No. 1540, 1988 to add "marijuana operation" to the list of prohibited uses in all zones;
And That Council set a Public Hearing date for January 4, 2016 for Bylaw No. 3150, 2015, and direct staff to undertake the required advertising for the Public Hearing.
