I doubt it as the main holdup was getting government green light.
Imo they would be wanting to get rolling asap once dollars are invested to get a return as quickly as possible.
Once in operation these techs will get huuuge interest from every company or country that can physically see a $$$ saving or better return on investment than what they already have imo
