The way I read resolution 4 is that shares cannot be issued to China success for payments relating to Tranche 1,2& 3 until this resolution is passed at the Feb 19th meeting. This does not affect the payments only the issuing of shares in relation to those payments.
Given the pending acquisition of $700k equipment, also from China success, maybe Mantle will not receive Tranche 2 cash but equipment and then the relative portion of Tranche 3?
In theory you are correct.....there should now be a hive of activity at the Norton site....
