Perhaps not, but it can certainly be irrational and ill-informed.

Companies, like old classic cars are worth what people are willing to pay for them.

However...sometimes people don't know what special thing they have until one day it skyrockets in value. It's not guaranteed for this stock, but every ten bagger is an underappreciated company at some point. Yes the investors might not be "wrong", but they may not be giving the stock the credit it deserves for what may be a golden future - a stable company with good prospects for returns to investors. With this perspective, you could say the value they place on a company is too small, or...wrong I guess.
