Ok, a little more digging and I found this article

that seems to suggest that President Lungu closed down a corruption trial involving former president Banda, in order to garner support for his election win. Further, he had promised to close down the POST (free press) and allow Banda's errant nephew to return from exile.
In order to close down the POST, Lungu set the ZRA (taxman) onto the POST, BUT it seems that our friend, the judge, Issac Chali has, since 2014, has issued five stays to The Post to restrain ZRA from demanding lump sum payment of outstanding taxes. Our judge was then reposted to Ndola, away from Lusaka.
I wonder, just wonder if our judge was actually trying to do the right thing and, having been sent to Coventry, has decided to sit on passing any judgement in cases that may involve creating new jobs ahead of any election. Long string of the bow to pull, I suppose, but the President/Judiciary relations seem to be at an all time low...
