With high Y xenotime ore down nearly another 10% we can expect the prices of 92% con offered by the separators to fall in line.
IMCOA data shows 2015 HRE vs quota:
Demand: 11,230t
Supply: 21,700t
Quota: 17,900t
Not only is supply very nearly 200% over demand but even 2015 production quotas were set 63% OVER actual demand. Effectively if ALL the "illegals" were stripped out of HRE supply it would still be hugely over produced relative to shrinking demand. Little wonder the HRE prices have fallen to CoP and separation facilities are closing either permanently or for months at a time.
How does a 0.63% hard rock resource in the Tanami Desert write a credible business plan to that scenario?
