So are you saying it will only rain on the bridge but not on the road on either side of the bridge?
There will be more major delays, there always is, it is Africa.
If it isn't locals stealing construcion materials, it's something else.
It will be be no surprise at all, if this project, start to finish goes well beyond 5 years.
