I think procedural would have need dealt with long before now.
Very possibly manufacturing. With James on board he should have had this nailed. If he has slipped up on the manufacturing then there are very few who can sort this. If it is manufacturing then heads may roll.
Of course if manufacturing is not nailed then it may be a complex process in satisfying the NB. The tend to get a little fussy with radioactive isotopes being implanted into humans, and the manufacturing and delivery must be iron clad.
Still only 7 weeks to go, and I'm sure OSL are good for their word in these matters. There will be $10m of new (?) investors pretty pissed off if the CE mark does not arrive in the next few weeks.
