That and their own assesment of the blocky sands, you need to remember the CNE contigency figure was given very quickly , without an independant review ( that came later) and would have been conservative, there will have been a lot of research done since then...
The reason they would release it now is because it has been confirmed by the results at SNE 2 and 3 but won't include data from them...
