prestige doesn't always translate into tenders. The way the tender is written determines who wins so if HP have someone in mind then that someone will win. I've seen many a tender awarded to the second rate companies in my time because they filled out the words better or put in a cheaper price despite the fact they were probably the worst company to give it to.
