If Turnbull promotes women based on their ability then it will reflect well on his govt, if he goes down an 'Emily's List' quota path, whether in cabinet or pre-selection then it will be a mistake.
I would hope that Turnbull would be able to judge individual's on their own merit rather than ticking one of the many gender boxes now available.
