The 20c options were issued to the broker (with the IPO back in 2014) as part payment for services. The 33c options were an agreed part of payments to the vendors/owners of Panthacorp back in 2014 subject to meeting performance targets at certain date post acquisition. Both are not unusual commercial arrangements.
The lower issue prices reflects the BPF share price at the time.
