What's more important to you; that they're on time, every time but sacrifice quality of the end product? Or that they have a little float and room to move that may make them late, but at least the quality of the end product is sound? Sure, the ideal is that they're on time and the quality is good, but that's the exception to how major projects are performed; not the rule.
