Your post reminded me of a battle fought on the Gold Coast when they resealed a 43km stretch of the M1 Motorway to Brisbane (from Nerang to Beenleigh). The Dept of Main Roads (DMR) was contracted and should have laid asphalt down but someone suddenly changed the plan and instead laid Concrete highway road instead. The DMR copped a lashing with 500 residents taking it to the Ombudsman re tearing it up & redoing the highway again in Asphalt (quoting noise factor and more accidents in the wet re aquaplaning).
Anyway, the merits for keeping the Concrete against asphalt was hashed out in this document and ended up staying - is still there as I drive over this road stretch probably once a month .... next time I will have to check out how it has weathered compared to the asphalt highway parts on either side.....
I have posted the document here as it was debated back and forth re the public viewpoint to the new road surface then the DMR stating back merits for why Concrete was chosen/should stay etc and costs of road surfaces etc so super sleuths might find some interesting points in here to read and argue about etc.
