Yes they did, but it was pretty obvious a good chunk of that was expected to be US DoD which took longer than expected and now further tests. On the positive that delay comes with further DoD expansion opportunities, so while FRACU seems to have dragged out wider roll out appears fast tracked to what it mightve been.
