Well, BHP and Vale were never going to pay a substantial sum. Brazil under Dilma Rousseff is a mess, full of viruses, graft, recession, homicides, a mere mud-slide is the least of their problems. A tendency to blame others such as BHP for the mess that Brazil is in is always the way despotic autocratic leaders deal with dissent.
I am really surprised that in spite of all the environmental degradation (caused by others other than Samarco), Petrobras failings, Vale failings, zika virus, drug issues etc that Dilma remains in charge, shows what a failed state Brazil has become, all the opposition have been done away with n doubt.
BHP will have to extricate itself from Brazil, it could become like Cuba 1960-2014. Either Clinton or Trump will deal with the Brazil question in the year after the Olympics.
