Need some help reading the P&L, page-23

Well my personal opinion is everything has bottomed but new bulls rarely take off immediately so a breather would be expected.

There's some interesting commentary floating around online about the extraordinary scale of works required to bring USA's infrastructure up to date. We're talking trillions by 2020 according to their Society of Civil Engineers.
