They're doing that in Thailand right now.
The latest conquest (by our side) has pointed out that there is such weakness in international law that murder is quite legal if it's done within a war between nations - declared or undeclared. This is particularly so if your side happens to prevail in the war. This is still so if there is no grounds for attack.
There needs to be a global forum where compensation can be exacted from a country that wages war without legal grounds. That will never happen while the most powerful nation on earth refuses to participate and intends to continue attacks on other countries.
