Just read that America Movil has partnered with Paypal to provide mobile wallets to its customers. America Movil is the biggest mobile phone company in Latin America. Now Paypal costs around 5% to transfer money internationally compared to our 1% - 3% depending on if you want cash or store on mobile/mobile wallet.

That leaves in my opinion and (i know @JMATH) also pointed this out earlier, Telefonica, as the 'mystery' telco partner. They are the second biggest player in the region (and have 100M subscirbers) and if the biggest is partnering with paypal, they will have to compete with their own offerring. They are already invested and interested in bitcoin/blockchain technologies so will be familiar with Airpocket approach.
