The trading halt and suspension seemed to at least keep insider trading/leakage to a minimum. In my very limited experience it doesn't seem many companies run as tight a ship as NOR did, at least around that one announcement.
The announcement with VTPN indicated that they were still wanting to test the technical and financial implications of a deal.
