There doesn't appear to be any option here - Icewine #1 or more specifically the Franklin Bluff pad has other users and uses, and was only permitted for an exploration well. At the end of the analysis the permit required that the well be capped and abandoned. I can dig up some links if you like, but I believe that if you refer to the original permit you will see some discussion relating to that - particularly in the response to some of the objections that were raised to granting the permit, and Accumulate Energy's response.
