Wondering, this document is extensive, complex and long,

All it sounds like to me is that they know they are on a winner, the directors and are dishing out options left right and centre to each other, their trust, related party and so on... sounds a bit over board to me, but heck if they've turned it around and won a contract that big and with the technology they have, as well as connections into China post WADAM, than the opportunities are extensive.. China aint' going to slow down just yet... mine away i say... damn, these guys are onto a good thing..
