    I understand the mechanics of the DOCA process but if this was "always going to be this way" why did administrators mislead the workers?

    8th Feb told the workers that entitlements would be calculated and processed in 1 week.
    19th Feb wrote to workers saying entitlements would be processed week commencing 29th Feb.
    4th Mar wrote to workers saying it was expected to occur early the following week.
    10th Mar wrote to workers advising that they expected funding to be available shortly after 22nd Mar.
    15th Mar advised that DOCA is executed and expectations the same as above.
    16th Mar advised workers that there are now hold ups with statutory refunds and unverified creditor claims with no projection of an anticipated date of payment.

    Why not just tell the workers mid-April right from the start?
    All of this occurred after 16th Nov 2015 presentation by administrators where they categorically told workers that the funds for entitlements were quarantined and payable upon that eventuality?
