Yes there can be no amendment without an agreement. The former is an outcome of the latter. The agreement is the key variable to which the 'if any' refers. To suggest there could be an 'agreement' without an 'amendment' is nonsense.
The drafter of the Ann probably pushed the 'if any' to the end of the sentence to downplay the fact that an agreement may not be reached.
