I do not think that there would be issues with anyone paying fair tax if everyone was perceived to have paid their fair share.
The issue is perceptions of the level of contributions from all sectors, business and individuals.
The current perception is that the rich pay what they want to pay. Witness Malcolm - he has/had money in tax havens. BUT he can say with absolute honesty that he has paid all taxes he is required to pay. Hang on a mo!!!!! Of course you have but would this not be at a "discounted rate" to ordinary Ozzies who do not have the wherewithal to have their money in tax havens?
The same comment was made by the PM of Britain - people are now a lot more savvy though. They can read between the lines and see that the PM may NOT have been legally required to pay any tax on the money in tax havens so yes he is definitely correct when he says he has paid all taxes he is required to pay which may be nil.
What about when cos like Apple "transfer price" their taxes to low jurisdiction Ireland??
So the tax burden tends to fall on the ordinary "mums and dads" through PAYE / GST / Stamp duties, etc etc etc. This group gets hit all the time because it is easier and cheaper for the Guvnuts to hit them!!
