Obviously, no actual sale occurred at that price. It was just another ramping down attempt that failed in an attempt to startle some sheep.

The fact is though, that you are free to sell at whatever price of your choosing. You could have 5 guys in a room selling to each other to manipulate a stock price, and it would be very hard to prove that stock price manipulation is taking place.

The risk they run is losing money, and losing their positions and getting left behind, so it's a high-stakes gamble sometimes.
