Yes to my mind this is biggest thing preventing possible major dilution as would remove most of the senior management's incentive to stay and hence motivate them to walk out the door and probably taking a good chunk of other lawyers and business with them.
I have no idea what the solution will be...but this to my mind has always made a major dilutionary option less palatable for the banks due to the above.
