All three contenders needed compromises. It was all just down to how many and which compromises the govt would accept.
I am sure that all three builders offered to build the majority of the subs in Australia (well, the hulls at least), so I suspect that consideration was pretty evenly addressed by the three, to a greater or lesser extent.
The sad thing is that Australia remains a cargo cult. But that's the reality with a (smallish) population, an inability for successive governments to think and plan strategically, and - most distressingly - for even Australians to understand our own capacity.
Reality is a harsh mistress, but diffidence is a killer.
