I was wondering how building an overseas project and using ARENA grants would be possible?

From this article, it would appear it can be done.  From what I can tell, Bombora is spending ARENA money on a study that is done in Australia for a project that will be deployed in Portugal.

It could be that CWE will do something similar, the ARENA allocation for Ceto 6 will be spent on work done in Australia (perhaps in the design phase), even though it appears that Cornwall will be where most of the real work will be done.
