If a non citizen is a violent thug / serial criminal / etc it should go without saying that they be kicked out. It's not Australia's responsibility to rehab them. If they are dependent minors, then the family goes too.
The bar for citizenship should also be much higher. And welfare should be restricted to citizens and special circumstance residents (eg refugees) only.
