My understanding is that this is the time traders in the northern hemisphere would be going on their summer holidays and so to de-risk anything happening while they were away they'd sell up. This would have lead to lower trading volumes and hence more volatility over these months. They'd get back in once the holidays season was over, as in "Sell in May, go away, come back on St Leger's Day"
