My bet is Angolan interests have no ability to repatriate / give back any of the $40 mill invested / spent by Lucapa. Hence the amount of money could well be a bargaining chip in ownership %'s in the JV for the project. As previously stated, many scenarios could be played out, any one hear the obese lady singing yet ?
