I think in this case the new ceo/chairman is a good thing for PRR - why on earth would PRR announce it otherwise?? PRR know this is good for them - the ex dendreon guy is a big plus and they have stated their objecive is to buid the pipeline - normall I would agree and expect programs to be cut but there was no need for PRR to announce this unless they knew it was good news.
