The announcement states that the terms of the financing deal have been agreed.
It is now subject to completion of legal documentation and in this case regulatory approval.
Given the commercial side is agreed its a high probability that this deal will happen.
On the basis of financing (which form it takes I am not sure but maybe convertible note or preference shares) and the continued build up of corporate deals and now 3rd party licensing of the DMC platform technology this shows the growing network effect of this business.
At current SP this is well below what this business' value is currently.
