Probably not, which is why not many retailers make it into the portfolio! Although VTG which has done very well for me was purchased on a sub 10 forward PE almost 2 years ago so you do get a chance from time to time.
Also NBL is potentially trading at around 10x but its only a dip the toe in the water size holding
