No, it's not.
It's about the appropriate level of Australia's humanitarian intake of migrants.
These are the people who enter through the front door after extensive checks.
Australia provides Government funded support services to them which come at a cost.
Also some Australian communities and organisations provide charitable support.
It's a separate category to the other forms of migrant intake.
For instance we have a skilled migrant program and also offer citizenship to the wealthy who want to set up business here.
(That one is open to abuse)
