health minister rolled in cabinet???

Just heard Bill Shorten say that the Federal Health Minister has
broken ranks with the coalition on the freeze of medicare
bulk billing rebates.

He said its incredible that the health minister has basically conceded
that she was rolled in Cabinet.

The inference of course is that she supports Labor’s policy of removing
the freeze.

If this is correct this will be massively bad publicity for the govt.
