Do you really think it unusual that a minister gets rolled for funding in cabinet?
I would imagine/hope that it would happen a lot.
There is only a fixed amount of funds and all ministers would be competing.
It would only be in a fantasy world with an unlimited bucket of money where all ministers got what they want.
Maybe this is where shorten lives?
