I think if you are Intel and you create a new web page that is in on standby and you don't want others to see it then you set it up so they don't see it.
I have had web pages made for my company before and the link to the Beta testing page could be sent to others for viewing but the page was unsearchable.
This is standard practise when new pages are made.
