they are pointing out that it's lower than the ~90% DC-DC efficiency of lithium cells.
It's a trade off, do you want a battery with slightly less efficiency but stable capacity over 10 years, or a battery with slightly more efficiency that loses a significant amount of capacity over time ?
Redflow makes the argument that batteries are still expensive whilst solar has become cheap, so its better to get a stable battery with the lowest cost per kWh and provision 5-10% more solar capacity to make up for the lower DC-DC efficiency.
