  I had been wondering why the Ceto 5 buoys had to be decommissioned in order to get the tax rebate for R & D, yet they able to retain the desalination plant as part of the Garden Island Microgrid Project.
  
  From the above paragraph, I am assuming that the funding for the desal plant was separately funded and not classified as R & D.
