Ashley says the Indian projects will be the window for the rest of the world .
Perhaps ECT wants to remain the sole owner of the tech's , and issue's licence to Indian companies .
If we have to pay for the TEF ,then maybe the binding agreement begins once the TEF results are the ones Indians expecting .
