ok, i'll take a stab. because BHP and RIO's share prices are directly related to their dividends. companies like Syrah lose money in the short term but are valued on their long-term potential to generate profits. if BHP/RIO spent a couple of $B on Syrah, it would have a negative impact on their earnings and therefore their dividend and their share price would drop in the short term. CEOs are paid on share price performance in the short/medium term so they won't do this.
