My valuation is this. If the Govt goes against what is says it wants to achieve in so much as still wanting the industry viable - then they may go ahead with the recommendations. This is the worst case scenario but should means MACC growing for CCV hence downside is most likely near current share price.
Upside - gov't doesn't adopt the worst of the changes and SACC is viable for CCV + new MACC hence 90c price target.
So on a 50-50 probability price target is (50% x 40c) + (50% x 90c) = 65c
